JBC Member, 15 AFP officers get CA nod; deliberations on Housing chief’s appointment suspended anew

The Commission on Appointments (CA), in today’s hybrid plenary session presided over by Senate President/Chairperson of the Commission Vicente C. Sotto III, confirmed the ad interim appointment of Mr. Toribio Elises Ilao, Jr. as Member of the Judicial and Bar Council (JBC). It also approved the ad interim appointments of 15 senior officers of the Armed Forces of the Philippines (AFP).

Retired Judge Ilao was appointed as Member of the JBC representing the Private Sector, Supreme Court of the Philippines. He held the same position from 2016-2020 prior to his new appointment last 24 July 2020 for another term expiring on 9 July 2024. He also held various significant positions before being a JBC member such as: Presiding Judge, Regional Trial Court Branch 226, Pasig City (Stationed in Taguig), Metro Manila; Presiding Judge, Regional Trial Court Branch 52, Puerto Princesa; and Provincial Adjudicator, Bulacan, Department of Agrarian Reform, among others.

Ilao, 74, has been the recipient of the Outstanding Provincial Adjudicator (Pampanga and Bulacan) and Regional Adjudicator (Region III) Awards during his stint at the Department of Agrarian Reform Adjudication Board (DARAB) from 1991 to 2004. A law classmate of President Rodrigo Duterte, he finished his Bachelor of Laws degree at San Beda College School of Law. He attended various local trainings and conferences to further hone his expertise in the field of law and ably represented the Philippine Judiciary in several international conferences on various fields and policy issues. A lawyer and an academician, he started his employment career as a researcher at the Philippine Association of Colleges and Universities (PACU) in 1973 and as a legal researcher at the Manila City Legal Office from 1974 to 1977. He joined the academe in 1978 as law instructor in various educational institutions such as the National College of Business Administration (NCBA), Manila and Palawan State University College of Law. He also   served as a Senior Legal Analyst (consultant) at the Office of then Senator Orly Mercado from1988 to 1990.

Sen. Aquilino “Koko” Pimentel III, virtually presiding over the Committee on Justice and Judicial and Bar Council, together with the other panel members, did not find any problem that would obstruct the confirmation of the appointment of Ilao. Hence, the favorable recommendation of Pimentel to confirm his appointment to the plenary with no objections raised.

In his sponsorship speech at the plenary session, Pimentel expressed that JBC Member Ilao “has distinguished himself as an upright dispenser of justice with vast knowledge of law and experience befitting someone who will screen and nominate candidates for important positions in our judiciary.” Pimentel also emphasized his appreciation that Ilao has executed his tasks and obligations in an exemplary manner in the past four years that he has been a Member of the JBC. The motion of Pimentel favorably recommending the confirmation of Ilao’s appointment was duly seconded by Sen. Juan Miguel “Migz” F. Zubiri who spoke highly of the JBC Member’s merit and fitness for the job.

Also confirmed by the Commission, upon the recommendation of the Committee on National Defense Chairperson Rep. Luis “Jon-Jon” A. Ferrer IV, were the ad interim appointments of the following senior officers in the AFP:

In an earlier meeting of the Committee on Human Settlements and Urban Development presided over by Sen. Francis “Tol” N. Tolentino, the deliberations on the ad interim appointment of Human Settlements and Urban Development Secretary Eduardo Del Rosario were suspended once again due to lack of material time. Del Rosario is scheduled to face the housing panel again on September 30 as there are still more queries lined up for the Housing chief to answer.
