Foreign Affairs Committee Chair Sen. Panfilo M. Lacson recommended Teehankee’s nomination for confirmation at the plenary, duly seconded by Senators Miguel Zubiri and Ralph Recto, following two committee meetings, wherein Teehankee answered and clarified the issues raised against him.
